For a single percentage X%, the ratio is X:(100-X), representing part to remainder. For example, 75% becomes 75:25. Then simplify by finding the greatest common divisor - in this case, divide both by 25 to get 3:1.
60% converts to 60:40 (part to remainder), which simplifies to 3:2. This means for every 3 parts of the percentage, there are 2 parts of the remainder, totaling 5 parts representing 100%.

If something is 100%, there's no remainder, so the ratio of part to remainder would be 100:0 or just 1:0 (simplified). However, this is rarely useful - ratios are more meaningful when comparing actual quantities, not representing "all of something."
